European food policy Policy development Food, as one of the key economic sectors within the EU, has long been a target of policy makers. At the European level, food policy has largely been shaped by the combination of two factors. One is the Common Agricultural Policy, which has led to an emphasis on product quality specifications. The other is the implementation of the internal market, which has meant in particular measures to ensure the free movement of goods (Commission of the European Communities 1997: 5).

Further, the increasing role of retailers as mediators between the consumer, the state and food manufacturers makes them a critical agent in the delivery and modification of consumption patterns. Much of the state apparatus recognises this. In conditions where there is a growing consciousness about the quality and origins of food goods, both the retailers and the state have to constantly redefine their relationships with each other. When public concern mounts, a major question for government becomes how to influence a corporate sector, which, by its definition, owes some of its rapid empowerment to the deregulatory initiatives of the state; while for retailers, there remains the question of how they can create and maintain competitive space.
